The Technology and Operations Council

The ATIS Technology and Operations (TOPS) Council, chaired by Juniper Networks Chief Architect, Paul Mankiewich, actively addresses the industry's technical, operational and business priorities.

The TOPS Council's priorities include not only efforts to ensure current technologies and practices are interoperable, but efforts to ensure interoperability in emerging and future areas of technology.

The ATIS TOPS Council identifies the industry’s most pressing technical and operational priorities, and coordinates standardization efforts across the industry to produce interoperable, implementable, end-to-end solutions.
To support its efforts, the Council establishes focus groups, exploratory groups and task forces, as well as conducts industry workshops and symposia to address each of the "most critical" priorities.

    Policy Management Focus Group

Policy Management is an important component to the continued development of NGN and Convergence standards as IP traffic continues to increase new service offerings in a multi-carrier, multi-vendor, and multi-network environment. There is a recognized industry need to further a ssess how to best allocate network resources; primarily network bandwidth, QoS, and security, according to defined business policies.

__Consolidation and Convergence Task Force_

The Facilities Consolidation Task Force (FC-TF) recently completed its assessment. As a result of the Task Force’s assessment, several areas have been identified that warrant further study. Therefore the ATIS TOPS Council has endorsed a “Phase 2”assessment named Consolidation and Convergence Task Force (CC-TF) that will address issues related to the transition of network facilities and technology platforms in a multi-carrier environment.

Recently Completed Work

The Facilities Consolidation Task Force
In order to assess the extent and complexity of the issues faced by service providers who wish to implement facilities consolidation within their business and network plans, the TOPS Council formed a task force on Facilities Consolidation. Upon completion of its first phase of work, the Consolidation and Convergence Task Force was established to continue this work.

The Service Oriented Networks Focus Group
The TOPS Council commissioned the Service Oriented Networks Focus Group (SON-FG) to address its highly prioritized issue of IMS/SOA/Web 2.0 and provide a means for improving the ability of Telco's to build upon their IMS based infrastructure environments by improving the SCE and programming models accessible to the developer community and methods for blending capabilities from a variety of sources.

The Home Networking Focus Group
The Home Networking Focus Group (HNET-FG) was commissioned to address its highly prioritized issue of Home Networking, specifically to assess the issues in the development of a cohesive home networking infrastructure able to support VoIP, IPTV, and other IP based services.
